I have a question, since my challenge is to have three friends living with the heir, does it have to be three townie friends I move in myself or can I just add three random sims when I am putting the heir in my game?

It is completely up to you. As long as the three sims don't ever leave except by way of death. They can be three of your favorites, three sims you makes specifically for this, or three random townies.
